Fred Percy Kisa (MSc, MBA, CQP, PMP) – Chief Operations Officer (COO)

Fred is an Operations, Data, Technology, Innovation and Digital Transformation Professional with over 12 years of proven experience; developing and implementing operations, data and technology strategies, driving operational excellence, leading innovative digital business transformation, managing innovations and technology projects across diverse clientele. He has a clear understanding of how operations and technology influence and direct business strategy. His philosophy is that technology must never be the focus of businesses; rather, businesses need technology as an enabler to deliver business value, increased ROI, innovative competitive advantage and digital business models. When it comes to innovation, projects and operations management, his preferred and expert approaches are design thinking, agile and lean, respectively. In his data, technology and operations career, he has worked and consulted with several clients across diverse industry; Housing Finance Bank, Tulane University, Palladium Group, Theta Uganda, Management Systems International – Tetra-Tech Company, Vision Group, Uganda Clays, Stanlib - Standard Bank Group and NSSF Uganda.

Fredrick Kitakule (MBA) – Chief Finance Officer (CFO)

Fredrick Kitakule is a Statistician who holds an MBA from Makerere University Business School and a BSc. Statistics from Makerere University. He has experience spanning over 10 years in finance and administration; he has served as a Managing Director at Forever Sports Academy, Chief Executive Officer and Board Secretary at Help Africa Denmark, Business Development Manager at Rentokil Initial, UK, Business Development, Operations Manager and Country Representative at Security World International. Currently, he is the Finance and Administration Director at Crestals Africa Limited. Although he has spent most of his career in management and administration, he has also practiced as a statistician on some independent consultancies; he is a trainer of trainers in the National Lot Quality Assurance Sampling (LQAS) methodology.  He has proven expert skills in; Computer applications, (Ms Office, Statistical packages & Accounting Packages), Financial Management and Accounting, Projects monitoring and evaluation, team leadership and management, conflict management, reports writing and presentation. Joseph Amanya (LLB) – Company Secretary

Joseph is a qualified lawyer and registered advocate, with over 12 years’ experience in practice of; International Human Rights, Domestic Human Rights, Commercial Transactions, International Trade, International Criminal Law, Land Transactions, Domestic Relations, Civil Proceedings, Criminal Law, and Environmental Law. He holds a Diploma in Legal Practice from Law Development Centre and a Bachelor of Laws from Makerere University. He is currently working as a senior partner with Nambogo and CO. Advocates and a legal advisor at Crestals.

Ronald Baleterewa (BSc) – Head of IT

He is a mathematics, computer science and management Graduate from the Technical University of Darmstadt, Germany, with over 15 years information technology and software development related experience with exposure to diverse working environments such as the UK, Germany and Uganda; over the 10 years he has worked as; a Network Security Analyst, System Analyst, System Administrator and Head of IT, with Pro-Logic Mobile and Computer Forensics Frankfurt GMBH - Germany, IT-DONS Data Recovery Ltd – Germany, Jefferies International - London UK and Crestals Africa Limited - Uganda, respectively. He has advanced skills in; software development, cell site analysis, mobile phone forensics, digital forensics, security risks management and audit, security architecture, risk assessment & mitigation, project management, repair and maintenance of hardware and software.

Symon Peter Wandiembe (PhD) – Technical Advisor (Quant)

Peter holds a PhD (Statistical Methods) from London School of Hygiene & Tropical Medicine, UK, an Honors and MSc. (Mathematical Statistics) from University of Natal, South Africa and BSc. (Agricultural Economics) form Makerere University. He has attended various training and workshops in; public health and social research, women in development; gender mainstreaming; gender and policy analysis; gender and local economic development, social research methods, among others. He is a Senior Consultant at Crestals and a Lecturer at Makerere University. He has over 14 years of experience in monitoring and program evaluation, design of both qualitative and quantitative studies in public health and social policy, and managing large and multidisciplinary teams. He is a statistician by training with expertise in project and team management, Monitoring and Evaluation of programs or projects, program evaluations, sample survey design and analysis, Causal inference, gender analysis, policy analysis and economic impact evaluations. He has experience in analysis of routine program data (including data from DHIS2, project monitoring and evaluation data), and health facility assessment data. He has extensive experience in the design, conduct and analysis of large scale household and facility-based sample surveys, development of survey modules and manuals including production of gender statistics, poverty related indicators and field staff training. Been involved in statistical capacity building for technicians and managers from National Statistical Offices in various African countries. He has excellent statistical computing skills and management of large databases with experience of use of several database and statistical software programs including STATA, EVIEWS, SPSS, SAS, R, Epidata, CS Pro, MS Access, ODK, Atlas.ti, Nvivo, etc., and GIS mapping software including ArcGIS and QGIS.

Martin Opolot (MA) – Technical Advisor (M&E)

Martin has over 14 years of progressive work experience in Monitoring and Evaluation. He has worked in Uganda, Kenya, Tanzania, South Sudan, Yemen, Afghanistan, Nigeria and Somalia — with USAID funded projects. He has experience in designing and implementing performance monitoring plans, implementing and managing baseline/evaluations/research studies, conducting data quality assessment (DQA), performance monitoring and management. He is familiar with management of implementing partners. He is a team player (and manager) and understands the importance of building relationships and teamwork for successful implementation of project activities and achievement of project objectives. He is skilled in technical report writing including periodic progress and evaluation reports. Martin is grounded in building capacity as well as providing mentorship support to both M&E and program teams. He has experience working in war affected and politically unstable environments, dealing with humanitarian interventions, stabilization and development programming. He is familiar with both qualitative and quantitative analysis; linking M&E to CLA. He has facilitated performance reviews aimed at identifying gaps for improved activity implementation as well as identifying and documenting lessons learnt to inform adaptive programming and management. He is experienced in managing staff, work planning, budgeting and organizing teams to execute tasks within expected timelines. Martin holds BA in Economics and MA in Economic Policy and Planning from Makerere University, Uganda.

Fred Mayambala (PhD) – Technical Advisor (Statistics)

Fred is a senior consultant at Crestals and a senior lecturer in the Department of Mathematics at Makerere University. He is a mathematician by profession with a PhD in Applied Mathematics from Linkoping, Sweden, a Master of Science in Mathematical Modeling (Statistics) from University of Dar es Salaam and a BSc.ED (Mathematics, Physics) from Makerere University, with several other short courses and trainings in the field of statistics and data analysis. He has vast experience in; quantitative research, monitoring and evaluation of projects, survey design and analysis, large scale data collection and programming of mobile data collection devices. He has served as project manager, statistician and lead consultant on several research projects across diverse fields. He has excellent statistical computing skills and management of large databases with experience of use of several database and statistical software programs including; STATA, EVIEWS, SPSS, SAS, R, Epidata, CS Pro, MS Access, ODK, Atlas.ti, Nvivo, among others.

Maurice Muwhezi (PhD) – Technical Advisor (Qual)

Maurice holds a PhD (Business Administration and Management) from St. Clement’s University, Master of Public Administration and Management (MAPAM) of Makerere University, Bachelor of Arts (Political Science and Public Administration) of Makerere University and Certificate in Project planning and Management of the Institute of Adult and continuing Education Makerere University. For all his working life, he has been in Higher Education Institutions in East Africa in general and Uganda in particular. He has worked as Education Management Expert, Computerized Education Management Systems (CEMAS) under FINMAP, Ministry of Finance, Planning and Economic Development (MoFPED). Has served as a Lecturer, Department of Development Studies and Organizational Studies, College of Humanities and Social Sciences, Makerere University. Has been a research fellow, Centre for Basic Research where he has conducted several studies in the area of education. He has been involved in the development of higher education curricula and he was the pioneer University Secretary of Busitema University where he served for five years from its inception. Also served as the Administration and Finance Director, African Institute for Capacity Development (AICAD) in Nairobi Kenya. Prior to this, he had served as an administrator at Makerere University. Has attended several meetings, conferences and trainings in the areas of education management and planning. Currently, he is a senior research consultant and technical advisor at Crestals and a lecturer at Makerere University.

James Kakande (MSc) – Technical Advisor (Mixed Methods)

James holds a BSc. Statistics from Makerere University, a post graduate certificate in sampling and modeling from Makerere University. James has previously worked as a Team Leader at Uganda Bureau of Statistics (UBOS), Market Information Analyst at Volunteer Efforts for Development Concerns (VEDCO), a Data Processing Coordinator, International Food Policy Research Institute (IFPRI), Head of Research at Ipsos-Uganda and a Senior Research Specialist and Technical Advisor at Crestals Africa Limited. He has attended various training and certifications in; monitoring and evaluation for public health, marketing, survey management, project planning and management, product testing, resource mobilization, administration, people management and leadership, among others. His area of specialization is public health and social work; he has experience spanning over 12 years in research and evaluation in this area. He has worked as a quantitative evaluation specialist on a number of research and evaluation projects related to HIV and AIDS, reproductive, maternal and child health, child care and child protection. He has also been involved in research on key and vulnerable populations, he is an expert in designing studies, collecting, managing, and analysing qualitative data as well as report writing. His research interests include; programs evaluations, service provision in HIV and OVCs and vulnerable populations.
